I find that small Dutch firms have problems with finding other solutions to saving on training and development. There main solution is freezing their budget or stop with training all together if their profit is shrinking or they are loosing money.Can this behavior be found in other European countries? Is there a method to help organizations to see the light (the payback for investing in people is 1,5 to 2,5 times the investment according to some sources.)
