The government is doing "tremendous" efforts to encourage start-ups. At least that is the purpose, so now should probably be the time. Only, as a foreigner you should inform yourself about the available institutions and subsidies to profit from. Marketing-wise, it is a very interesting country. Belgium is used a lot as a test-market by international companies for targeting new nichtes, productline-extensions, branding experiments.... You can really focus your efforts, get fast market-feedback and besides Belgians have quite some purchasing power.
